START
Ch 2; do NOT join into ring.
ROW 1
In 1st chain, make 8 sc. (8 sc)
ROW 2
Ch 1 and 1 sc in same space. Make 2 sc in every stitch around. (16 sc)
ROW 3 (PUFFS)
In any stitch, ch 3 (counts as 1 dc) and make puff as follows: *1 dc4 together (yo, insert hook in stitch, yo, draw up a loop, yo, pull through 2 loops) 4 times, yo, pull through all 5 loops on hook). (For first puff, ch3 counts as 1 dc so repeat only 3 times).
Ch 3 and skip one stitch. Make 7 more puff stitches around. Join (8 puffs and 8 chain spaces).
ROUND 4
Attach yarn in any dc4tog of prev round.
Ch 1 and make 1 sc. In next ch3-space, make 1 sc, then 1 tr in the underlying stitch of round 2 (you have to wiggle in a bit to get into this stitch), 1 sc into same ch3-space. (This makes an elongated stitch that outlines each puff stitch petal motif).

Continue around, making 2 scs in top of each dc4 together petal, and in ch3-space make 1 sc, 1 tr in underlying stitch, and 1 sc in same chain space. Join.
ROUND 5
In any tr of prev row, ch 1 and make 1 sc in same space (this counts as 2 sc in stitch). Then sc in next 4 stitches. Continue around *2 sc in stitch, sc, sc, sc, sc**. (48 stitches).
ROUND 6 (LOOPS)
In any stitch, ch 10 and sl st in base of same stitch (this makes the loop and attaches it to the bottom). 1 sc in next stitch, ch 10, sl st to attach at base. Make 3 loops, then on 4th loop skip over one sc before making your 1sc. This will take up some extra space and make your flower lay flatter. Continue making loops around.
NOTE: You can make these loops as short or long as you want, just adjust number of chains. If loops are too long they will get too droopy.
Arrange and flatten loops a bit as you make them (they need some taming).
Finish.
