This design tends to scrunch up a bit so it would benefit from a light pressing with a warm iron to flatten out.

START
Ch 3, join with sl st in the first ch to form a base ring.
ROW 1
Ch 5 (count as dc and ch 2), *1 dc, ch 2** 7 times. Sl st to first beginning ch 3. (8 dc / 16 ch)
ROW 2
Ch 2 (does not count as st), *(2 dc, ch 2, 2 dc) in ch-2 sp, ch 2** repeat *to** around, sl st to first dc. (32 dc / 32 ch)
ROW 3
Ch 1, sl st to first ch-2 sp, ch 2(does not count as st), shell st (2 dc, ch 3, 2 dc) in same ch-2 sp, *ch 3, sk next ch 2, shell st in next ch-2 sp** repeat *to** around, sl st to first dc. (8 shell sts / 8 ch-3)
ROW 4
Ch 1, sl st to ch-3 space of the shell, ch 2, *shell st in ch-3 space, ch 3, sl st to next ch-3 space, ch 3 again** repeat across, sl st to first dc of the shell.
R0W 5
Ch 2, sl st to first ch-3 sp, ch 2(does not count as st), shell st in same ch-3 sp, *ch 5, sl st to same place in previous round we made sl st, ch 5, shell st in next ch-3 sp** repeat *to** around, sl st to first dc. (8 shell sts)
Fasten off.
