START
Ch 4, join with sl st to form ring.
ROW 1 (CENTER)
Ch 1, 12 sc into ring. Join with sl st. (12 sc)
ROW 2 (PUFF STITCHES)
Ch 1 (counts as sc), work 2nd sc into same st. *1 sc, 2 sc in stitch** around. (18 sc)
ROW 3
NOTE: Your puff stitches may look 'puffier' on the back, so you can flip your work just for this row.
Ch 2 (serves as 1 dc), work 4 puff loops into same stitch (make a 5-loop puff), ch1 to secure. Ch 2. *5-loop puff, ch2**. Continue around. (9 puffs)
ROW 4
Make 1 dc in top of puff stitch, 3 dc into ch2 loop. Continue around with *1 dc in top of puff, 3 dc into ch2 loop**. (36 dc)
ROW 5 (ZIG-ZAGS)
Start in middle of the 3 dc section and slip st into middle. Ch 3, then make a front post sc around the puff. Make sure your sc is very tight, then ch3 and go back to the next 3 dc section and slip into the center stitch. Continue around to make 9 zig zags.
NOTE: If your zig zags are too short or too long to sit flatly on top of the prior row of stitches, just increase/decrease the number of chain sts.
ROW 6
At the top of the zig zags you'll see 3 stitches (there are some extra stitches but work only in the center 3 stitches). Work 1 dc, 2 dc in stitch, 1 dc in these 3 stitches. Make a front post dc around the points of the zig zags where they connect at the top. Continue making *1dc, 2 dc in stitch, 1 dc, front post dc around zig zags**.
ROW 7 (OUTER SCALLOPS)
NOTE: For this row you'll be working in the BACK LOOPS only -- but so the back loop doesn't get too stretched out and loose, work in back loop and try to catch a bit of another loop below so your stitch is a bit more stable. In Row 8 you'll be working in the front loops.
In the middle of the 1 dc/2dc/1dc stitches, find the center stitch (more or less) and join yarn and work scallop of 7 treble cr stitches. Find the stitch that sits above the point of the zig zag and make 1 sc (this will secure the end of the scallop down). Continue making your 7 tr scallops and 1 sc to secure. (9 scallops)
ROW 8 (RUFFLE)
You're now going to create a decorative ruffle that sits at the bottom of your scallop row. That row looks a bit 'raggedy' but you'll be covering it with this ruffle row.
You'll be working in the FRONT LOOPS ONLY. Similar to the back loops in the row above, if you can catch 2 stitches instead of one the stitch won't get too stretched out - but you can work into a single stitch if you can't find a second one to work in.
In each front loop, make 2 sc into stitch and ch1. Continue around.
NOTE: If you want a taller ruffle, make hdc instead of scs.
Fasten off.
